     FAPE / Dual Enrollment

When a child who attends a private (nonpublic) school is evaluated and determined to be eligible for special education services, an IEP and a NOREP must follow that evaluation within 30 days.  After the IEP and NOREP are presented, the parent has three options.

Option 1- Approve of the recommended educational placement that is presented and fully enroll in the public school to receive FAPE.

Option 2- Disapprove of the recommended educational placement that is presented.  The student would continue in the non public school and receive no special education services.

Option 3- Disapprove of the recommended educational placement that is presented, but dually enroll.  Dual enrollment means the student would attend private school but is simultaneously enrolled at the public school in order to receive special education services.  With this option, an Equitable Participation Service Plan or EPSP would be completed.

Equitable Participation Service Plan (EPSP) - An EPSP is a written statement that describes the special education and related services the district or IU will provide to a parentally-placed child with a disability enrolled in a private school and has been designated to receive direct services.  You can find the EPSP on IEP Writer (3rd option from the bottom on    the school age page).
